City-owned Owatonna Public Utilities (OPU) provides natural gas, electric and  water to all businesses within the city limits of Owatonna. OPU also serves many businesses outside the city limits — in Steele and Waseca Counties. The City of Owatonna provides sewer services. In addition, four other utility providers have service territory in the area and serve customers outside the city limits.
